The Office of Strategic Initiatives at the University of Illinois System is actively engaged in supporting the Illinois Department of Public Health (IDPH) on various initiatives aimed at advancing public health outcomes across the state. This partnership leverages the strengths and resources of both institutions to address pressing health challenges and enhance the well-being of communities throughout Illinois. The Office of Strategic Initiatives is seeking a highly motivated individual to perform the duties of Data Integration Lead for the Illinois Department of Public Health. This individual will extract, transform, and integrate multiple datasets, perform data imports, and identify opportunities to improve data quality as well as the efficiency of data processing.

DUTIES AND RESPONSIBILITIES

  • Performs data imports and troubleshooting.
  • Provides HL7 interface/data integration development.
  • Designs, develops, and maintains ETL processes from various data sources into MSSQL data warehouse and the Tableau Server platform using Python.
  • Extracts, transforms, and integrates multiple datasets.
  • Evaluates and identifies opportunities to improve efficiency of data processing and quality of the data.
  • Creates documentation for each data solution.
  • Organizes and maintains master data.
  • Supports expansion of IDPH Data Hub for aggregation of public health datasets.
  • Creates data inventories.
  • Other duties as assigned.

QUALIFICATIONS
Required Education:

  • Bachelor's degree in computer science, engineering, data analytics, or related area.
  • This position is hybrid and requires in-person work 2-4 times per month in the IDPH Chicago or Springfield office.

Required Experience:

  • Two years of professional experience developing data integration solutions.

KNOWLEDGE AND EXPERIENCE

  • Experience with HL7 standard, HL7 interface engines, ETL design, development, architecture, and implementing data warehouse data marts.
  • Experience with public health datasets.
  • Experience with data manipulation, data integration design, and development.
  • Experience with MIRTH connect and query APIs using JSON or XML.
  • Experience using Tableau Server and Python.
  • Organizational skills demonstrating high attention to detail and the ability to organize multiple priorities.
  • Strong written and oral communication skills.
  • Ability to work independently and well with others in a hybrid environment.
  • Proficient computer skills and advanced knowledge of applicable computer systems, including Microsoft Office programs: Excel, Word, PowerPoint, Outlook, Teams, and SharePoint, SmartSheets.
  • Ability to work in a dynamic fast-paced environment.

The budgeted salary range for the position is $90,000 to $105,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
