The Office of Strategic Initiatives at the University of Illinois System is actively engaged in supporting the Illinois Department of Public Health (IDPH) on various initiatives aimed at advancing public health outcomes across the state. This partnership leverages the strengths and resources of both institutions to address pressing health challenges and enhance the well-being of communities throughout Illinois. The Office of Strategic Initiatives seeks a Discharge Data Lead to support the Division of Patient Safety and Quality with the Illinois Department of Public Health. This individual will provide expertise on the intake, management, dissemination, governance, and analysis of discharge data for Illinois hospitals and ambulatory surgery treatment centers.
DUTIES AND RESPONSIBILITIES
- Manages the intake of the statewide facility discharge data from Illinois healthcare facilities, including the oversight of the data system and working closely with the discharge data vendor to ensure data is received and stored in a timely manner.
- Applies quality control measures to the data intake process.
- Evaluates completeness and quality of discharge data reporting and follows up with the discharge data vendor and healthcare facilities as needed.
- Maintains detailed documentation of the system workflow for data intake and dissemination.
- Prepares and analyzes discharge data in response to data requests and special projects.
- Prepares and analyzes discharge data to facilitate ongoing updates to the Hospital Report Card and Public Health Community Map.
- Communicates with a variety of data users to address questions and requests.
- Provides guidance and governance related to use of discharge data.
- Other related duties as assigned.
QUALIFICATIONS
Required Education:
- Bachelor's Degree in management information systems, data science, informatics, computer science, mathematics, or related field.
- This position is hybrid and requires in-person work 2-4 times per month or as needed in the Chicago or Springfield office.
Required Experience:
- At least three years of professional experience in data intake methodologies, data systems development, and/or data management, inclusive of data dissemination experience.
KNOWLEDGE AND EXPERIENCE
- Four years of professional experience with data intake and management using SQL, including indexing and performance tuning.
- At least three years of professional experience with stored procedures, complex queries, correlated sub-queries, derived tables, and Common Table expressions.
- At least three years of professional experience using healthcare administrative codes (e.g., ICD-10CM) and CPT codes.
- At least three years of experience in managing big data, with hands-on experience in data dissemination.
- At least three years of experience applying analytical and problem-solving skills to managing confidential data, including adherence to HIPAA and HITECH standards.
- At least three years of experience using statistical and/or informatics tools, preferably Excel, SAS or R.
- At least three years of professional experience using advanced methods of matching, linking and aggregating patient records from various data sources.
- One year of experience working with database development software packages such as ACCESS and Visual FoxPro.
- Organizational skills demonstrating high attention to detail and the ability to organize multiple priorities.
- Strong written and oral communication and interpersonal skills.
- Proficient computer skills and advanced knowledge of applicable computer systems, including Microsoft Office programs: Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.
- Ability to work well independently as well as a part of a team.
- Ability to work in a dynamic fast-paced environment.
